What are those 'safeguards' stated in the text to prevent inflation?

The NPC prices are the economic safeguards...
For example, the price of a Backpack of UH will never be greater than 3.5k, since you can buy them from an NPC for that much. Similarly, the price of a Firesword will never be less than 4k, since you can sell them to an NPC for that much without the hassle of dealing with other players.
